A Blackburn landlord company has been fined £20,000 after letting hazardous properties.
Leyland Estates Ltd was prosecuted by Preston Magistrates Court. The firm, situated in Queens Road, Blackburn, had ignored several calls to undertake work to improve the condition of the property.
The court was told that housing enforcement officers from the authority had inspected two separate properties in Stanifield Lane and Hough Lane and discovered several hazards. These ranged from inadequate heating provision to a poorly maintained and dangerous electricity supply.
There were also insufficient cooking facilities, and those that were supplied were of poor quality. Finally, there were no fire alarms or means of escape in an emergency.
Leyland Estates Ltd continually refused to take action. As a result South Ribble council eventually served prohibition orders on the properties, which meant that they could not be led until brought up to the right standard.
However, Preston Magistrates heard how in one case, Leyland Estates Ltd re-let the property to a new tenant despite the presence of the prohibition order.
The company was prosecuted for non-compliance with the prohibition orders. It was also charged with non-compliance to requests for information in respect of the properties. It was found guilty in its absence and was ordered to pay £5,000 for each offence committed. The fines totalled £20,000.
South Ribble’s cabinet member with responsibility for public health, safety and wellbeing, Councillor Jacqui Mort, said: ‘Our environmental health officers will always work with landlords to offer support where necessary to help them improve the standards of housing within our borough.’
She continued: ‘We have a duty to ensure that the properties are safe for the residents living there, and we take that duty extremely seriously. When landlords ignore our requests and put their tenant’s health and wellbeing at risk, we will always take action. We welcome the significant fines and hope they will serve as a warning to others.’
